I suggest this lens because it isn't too hard on the pocket. and combined with the 55-250 IS it would provide a easy to carry IS kit, and would not cost to much. It is a very nice lens for beginners. If i got to do it again i would.
Well to sum it up quickly YES; The IS System is very helpful in low light situation; Helps provide a very sharp picture compare to the Non-IS version of this lens
No real noticeable weakness as of yet; Focuses fast (for the price) and no back or front focus problems.
This is a typical Canon lens, bundled with many of their DSLR cameras. It provides variation without spending a lot of money, and the quality of photos is excellent.

I use it where my prime lenses don't cover. It is good at most lengths and does well from the 18 to 40 area. I don't use it all the time because I have a good selection of primes, but it does help me stay prepared for anything.
This is a great lightweight all purpose lens when you can only take one lens and not sure what you are doing that day!

Blurry Focus
Canon's EF-S 18-55mm kit lenses have always been small, light and cheap and the latest versions have the very useful image stabilization feature. These lenses have been and continue to be a good value when purchased as a starter lens in a DSLR kit, but they have never been a strongly desired lens...
Right now, i got this as a gift to myself for christmas and wont open it until christmas. Im a little nervous, the box was super small and didnt seem packaged too well. But i cant write a review yet as to how it works.
